Article 1 photovoltaic poverty alleviation is an effective way of poverty alleviation through asset income and an effective way of industrial poverty alleviation. In order to standardize the construction and operation management of photovoltaic power stations and ensure the implementation effect of pv poverty alleviation, these measures are formulated in accordance with the decision of the CPC central committee and the state council on winning the fight against poverty (zhongfa [2015] no. 34) and the opinions on the implementation of pv power poverty alleviation work (issued and reformed energy [2016] no. 621).

Article 8 the pv poverty alleviation power station shall be implemented by the county government in accordance with the five unified principles of "planning, design, construction, inspection and acceptance, operation and maintenance", and professional institutions shall be entrusted in a market-oriented manner to be responsible for the construction, operation and maintenance of the pv poverty alleviation power station. The construction of power station shall comply with relevant national regulations and technical requirements to ensure quality and safety. Major equipment such as pv modules and inverters should adopt products certified by national qualification testing and certification bodies and encourage the use of advanced technologies that meet the technical indicators of "pace-setter". Article 11 the power grid company shall ensure priority dispatch and full consumption of pv poverty alleviation projects.

Article 12 the pv poverty alleviation power station shall not participate in bidding, and implement the price policy of pv poverty alleviation formulated by the state.

Article 13 pv poverty alleviation power stations shall be included into the catalogue of renewable energy subsidies, and the subsidy funds shall be given priority. In principle, the annual subsidy funds shall be given before the first quarter of the next year.

Article 14 the income distribution and use management of pv poverty alleviation power stations shall be implemented in accordance with the administrative measures on income distribution of village pv poverty alleviation power stations (guozhan [2017] no. 61) issued by the poverty alleviation office of the state council.

Article 15 photovoltaic poverty-alleviation power stations shall implement catalogue management. The state energy administration, together with the poverty relief office under the state council, shall unify the code and establish a catalogue for the photovoltaic poverty-alleviation power station according to the code of the impoverished village. Those included in the catalogue shall enjoy the policy of photovoltaic poverty alleviation power station. Information related to the photovoltaic poverty alleviation power station is integrated into the national renewable energy information management platform.

Article 16 after the project plan of the photovoltaic poverty-alleviation power station is issued, the project withdrawal plan of the project that does not start construction within one year, fails to pass the acceptance inspection and fails to be rectified as scheduled, shall be notified.

The county government is responsible for implementing the construction conditions of the photovoltaic poverty alleviation power station, compiling the implementation plan of the photovoltaic poverty alleviation in the county, declaring the catalogue of photovoltaic poverty alleviation subsidy, organizing the construction and operation and maintenance of the photovoltaic power station, and doing a good job in the distribution of photovoltaic income.

Article 18 photovoltaic enterprises are encouraged to actively fulfill their social responsibilities and adopt a combination of agro-optical, pastoral and yuguang methods to support poverty alleviation with market-based benefits.

Article 19 centralized power stations that have been incorporated into the national pv poverty alleviation plan and have been built before the promulgation of these measures shall be implemented according to these measures. The provincial government department in charge of energy and poverty alleviation shall, in accordance with these measures, formulate the provincial rules for the implementation of pv poverty alleviation.

Article 20 these measures shall be interpreted by the state energy administration in conjunction with the poverty relief office of the state council and shall come into force as of the date of promulgation.
